Child Rights Protection Commission Felicitates Anubhav Patnaik

Bhubaneswar: Anubhav Patnaik, MLA of Khandapada, was felicitated by Odisha State Commission for Protection of Child Rights during an event yesterday (1 November 2018).

He was felicitated for making Khandapada a Child-Friendly Constituency (CFC)during the 8th foundation day ceremony of Odisha State Commission for Protection of Child Rights. Commission acknowledged the work done by Anubhav Patnaik with support from UNICEF, Kalinga Kusum, YSD and AASHA.

Odisha’s Finance Minister Sashi Bhushan Behera felicitated young and dynamic legislator Anubhav Patnaik at KIIT Convention Hall, Bhubaneswar. Women and Child Development Minister Prafulla Samal, MLA Priyadarshi Mishra,  OSCPCR Chairman Smt Sandhyabati Pradhan, Food Commission Chairperson Shri R.L Jamuda were also present as guests.

Through Child-Friendly Constituency (CFC) initiative, Anubhav Patnaik has created a significant level of awareness in Khandapada . Under his able guidance the training workshop of the on-field volunteers (Gram Panchayat Resource Persons) were held with support from AASHA, Kalinga Kusum and UNICEF. In efforts to create Khandapada, a Child Friendly Constituency, the Volunteers were given intensive training on the basics of the ICDS, ICPS, SSA, Swachha Bharat Abhiyan and National Health Mission programmes. They also got an understanding of different aspects of Child Rights and Children’s participation in securing the child’s rights to ensure survival, development and protection.

Patnaik was invited by International Association for Adolescent Health (IAAH) to share his experience of CFC.

He has been invited by NASSCOM to share his experience as an MLA in areas of agriculture and digital technology. He has been invited by Tata Trusts to its School and Community Science Programme He serves as a member of the board of governors at Xavier University Bhubaneswar, IIIT Bhubaneswar and a member of Odisha State Housing Board.

CFC is an initiative to promote and strengthen child-sensitive public delivery systems in Odisha. This initiative was launched by Odisha CM Naveen Patnaik in 2014. The first ever CFC on the ground, as a pilot, was launched in Khandapada in 2015 by Unicef in collaboration with Kalinga Kusum Foundation. This is an MLA led initiative. Khandapada MLA Anubhav Patnaik is leading the initiative.

CFC has been designed to ensure that children’s four-fold rights, 1. Right to Survival, 2. Right to Development, 3. Right to Protection and Right to Participation are respected. This can only be done in collaboration with government and political leaders to effectively implement policies and schemes.

Five Government-sponsored child development programmes have been prioritized for this initiative. The five priorities are i) a reduction of neonatal deaths, ii) reduction of stunting, iii) reduction of open defecation, iv) enrollment of all children in school and learning institutes and v) protection of children from violence and exploitation.
